As one of the eighteen field-specific reports comprising the comprehensive scope of the strategic general report of the Chinese Academy of Sciences, this sub-report addresses long-range planning for developing science and technology in the field of regional development research. They each craft a roadmap for their sphere of development to 2050. In their entirety, the general and sub-group reports analyze the evolution and laws governing the development of science and technology, describe the decisive impact of science and technology on the modernization process, predict that the world is on the eve of an impending S&T revolution, and call for China to be fully prepared for this new round of S&T advancement. Based on the detailed study of the demands on S&T innovation in Chinas modernization, the reports draw a framework for eight basic and strategic systems of socio-economic development with the support of science and technology, work out Chinas S&T roadmaps for the relevant eight basic and strategic systems in line with Chinas reality, further detail S&T initiatives of strategic importance to Chinas modernization, and provide S&T decision-makers with comprehensive consultations for the development of S&T innovation consistent with Chinas reality. Supported by illustrations and tables of data, the reports provide researchers, government officials and entrepreneurs with guidance concerning research directions, the planning process, and investment.
Founded in 1949, the Chinese Academy of Sciences is the nations highest academic institution in natural sciences. Its major responsibilities are to conduct research in basic and technological sciences, to undertake nationwide integrated surveys on natural resources and ecological environment, to provide the country with scientific data and consultations for governments decision-making, to undertake governmentassigned projects with regard to key S&T problems in the process of socio-economic development, to initiate personnel training, and to promote Chinas high-tech enterprises through its active engagement in these areas.

Study of regional development is a cross-disciplinary field centered oneconomic geography, while also involving adjacent sub-disciplines such asphysical geography, natural resources, environment, ecology, developmenteconomics, etc. It focuses on the analysis of both economic and social factorsunderlying the formation of territorial spatial structure in various forms.
Regional development of China is characterized by complex conditionsand diversified development types. Such complexity is especially reflected inthe emerging problems of disorderly territorial spatial structure and seriouschallenges confronting regional sustainable development in current era of rapidindustrialization and urbanization. Regional development problem has becomeone of the core issues for policy-makers at all levels as well as a major practicaland theoretical question that draws the attention of both academic scholars andthe public. In the next three to five decades, Chinas regional development willbe confronted with severe challenges brought about by global climate changeand economic globalization. The increase of population and urbanizationlevel will also put regional development study under severe pressure to meetimminent demand of reconstructing man-earth areal system. Research onthe scientific and technological development roadmap in Chinas regionaldevelopment studies during the additional years to 2050 is a strategic and far-insighted deployment, q-he research findings of such roadmap are expected toplay a vital role in the improvement of regional competitiveness and sustainabledevelopment capacity and the promotion of coordinated regional development.
The sound development of ecological environment and resource systemis the significant foundation of sustainable socio-economic developmentand the important content of comprehensive sustainable development. Inorder to ensure the smooth achievement of the socio-economic developmenttargets by the mid-21st century, we need to deeply implement the ecologicalcivilization strategy, strictly carry out the outline of the 11th Five-Year planningof ecological environment, "Major Function Oriented Zoning" policies andnew energy industry development strategies, develop social economy withinthe carrying capacity of eco-environmental and resource system, enhance ourunderstanding on the internal laws of the evolution of eco-environmental andresource system, coordinate the relationship between socio-economic systemand eco-environmental and resource system, put forward the improvement andrestoration of eco-environmental system and the enhancement of the carryingcapacity of resource system, and strengthen the sustainable developmentcapacity in China through scientific and technological innovation and timelyadjustment of development modes.
By 2020, the deterioration trend of ecological environment will have beenslowed down and effectively contained in accordance with the developmentgoals of realizing an overall well-off society, and the carrying capability pressureof resource system will have been relieved. Ecological and environmentalprotection policies will be effectively implemented, the eco-environmentaleffects of socio-economic development will be significantly improved, andthe ecological environment of some regions will turn for the better. The coalresources will be more than self-sufficient, the external dependence degree of oiland gas resources will be controlled within 30% and their import demand, willbe well guaranteed, and the proportion of new energy utilization will increasegreatly.
