《工學結(jié)合新思維高職高專航海技術(shù)類“十二五”規(guī)劃教材：航海英語視聽說》根據(jù)教育部2006年發(fā)布的《教育部關(guān)于全面提高高等職業(yè)教育教學質(zhì)量的若干意見》、交通部2004年8月1日頒布實施的《中華人民共和國海船船員適任證書考試、評估和發(fā)證規(guī)則》（簡稱“04規(guī)則”），以及國際海事組織《STCW78／10公約》（國際海員培訓(xùn)、發(fā)證、值班標準公約）的規(guī)定與要求編寫。教材編寫團隊在天津海事局船員處的精心指導(dǎo)和耐心幫助下，對于《海船船員適任評估綱要》中的《英語評估綱要》部分進行了細化和解析，據(jù)此制定了本教材的編寫方案。
